“Without reading, we cannot learn but how we can read faster?”

All your options are incorrect. Only (2) is possibly correct grammatically, but this does not carry the same meaning as the original and semantically does not make any sense.

I might be missing something, but shouldn’t we swap “can” and “we”, seeing as this is a question?

You’re right. I copied and pasted, but only changed the first part and didn’t look for any further errors. Nice catch. It should be:
“Without reading, we cannot learn but how can we read faster?”

I am surprised to know that the sentence contains as many as three mistakes as it comes from an English learning website.
We learners should be very careful about what we read.

I just took a look at the link. The first article on that website is full of errors. I didn’t look any closer.
