Can "looking for" replace "looking at"?

In a Facebook post in April, Dr Chee said that the party had moved out of its previous premises in Ang Mo Kio and was looking at office spaces in western Singapore to be closer to the constituencies it had been working in.

Can “looking for” replace “looking at”? Thanks.

They have different meanings, but both are correct.

They look for office space - means the process of identifying something.

Once they identify something promising, they physically go to look at the office in person.

Yes, ‘looking for’ is more appropriate if he hasn’t found one.
But, if he has received offers, he might also be ‘looking at’ each of them to decide upon the most suitable one - “to be closer to the constituencies it had been working in.”
