Wage growth is projected to be proportionate to the wage index in Russia and changes in the ruble to dollar rate.
The part I’m not sure of is “is projected to be proportionate to.” The intended meaning is as follows: it’s forecasted/expected that if wage index increases, wage growth also increases, wage index decreases, wage growth decreases as well. The same pattern is with “wage growth” and “changes in the ruble to dollar rate.” Ruble is the currency used in Russia.
