Call a strike vs. call for a strike

Hello,

I googled “call a strike” but there are more results for “call for a strike.” What’s the difference? For example,

Union leaders in Hungary are calling for a national strike.
Union leaders in Hungary are calling a national strike.

I think both are almost the same, but I wonder if there’s a difference of meaning between them.

To call for a strike means to demand a strike. For example, if union members are calling for a strike they want their leaders to officially declare a strike. Then the trade union leaders can call a strike, officially declare and start the strike. Please let me know if this makes sense.
