British Quote Marks' Usage

‘It poses a formidable barrier, but it is not the high, thick masonry structure that most dictionaries term a “wall”,’ the report states.

Is the ",’ correct in BrE?

I don’t think there are any hard rules when it comes to using the quotation marks.

The American way is easier and has rules. The British way (its rules) are all over the place.

What about the Australians, the Irish, the Canadians, the New Zealanders and the rest of those nations who speak English as their native language? Do they have rules of their own too?
