I think these are acceptable, but here are some suggestions:
“Watching people who are bored is very frustrating.”
“Watching bored people is very frustrating.”
I’m not sure why you say frustrating.
“Watching bored people is very frustrating - they don’t do anything.”
“Watching bored people is boring.”

Instead of using ‘frustrating’, I should have used ‘annoying’ or so, but that’s not quite correct either, I think.
