Bondable meaning 'no criminal record'?

So I have this ESL worksheet which says that the term ‘bondable’ means ‘no criminal record, employer can get insurance on employee’. Does it have this specific meaning just in Canada where the worksheet was created or in other countries too?

I have never heard of it here in the US - I would say “clean record”.

I understand it as ‘capable of being trusted’ or ‘trustworthy’ especially with reference to the person’s antecedents.

That’s how I understand it too now that I learned it from that worksheet I mentioned and apparently nobody outside of Canada understands the term.
