please help im referring to 1 e-mail address of each user on the list.

So IS is the correct answer but I usually see people use are and refer to all email addresses on the list not each separately.

Although you are posting a list of people in one email, you should refer to it as being " are their addresses", no matter what Wanderer says to the contrary."

The list would be specific, as in; “Here is the list you asked for.”
A list is just a general list.

I thought we should always put ‘the’ before the word ‘of’, like THE list OF email addresses?

Here is a very general guideline:

If it is the first time that particular list has been mentioned to the person you’re talking to, then you would generally use ‘a list’.

However, if the list has already been mentioned or referred to previously (in the broader context, perhaps even on a different day, for example), then you’d normally use ‘the’.
