You can’t use ‘belong to’ in the passive. You can either say: This book belongs to me or if you want to use a passive form: This book is owned by me.

I was assuming the question was meant to be written without the " s ", and we were being asked what was the difference between the two words.
Perhaps Charlotte would care to clear up this misunderstanding.
