“He said he’d call me before he left the office.”
Can I also say “He said he’d call me before he leaving the office”?

“The instructor told us to read the instructions before trying to use the machine.”
Can I say “The instructor told us to read the instructions before to try to use the machine”?

If you leave out the second “he” it’s OK.
He said he’d call me before leaving the office

No. But you can say:
The instructor told us to read the instructions before we try to use the machine
