3b. He’s been out. He’ll be back later.’
Please correct the above sentences.

I my view, the following would need some change while the others do not.
3a. He’s gone out. He’ll be back shortly.
3b. He’s been out of home/office. He’ll be back soon.

1a. I’ve been there a couple of times. << correct
1b. I’ve gone there a couple of times. << correct
2a. I’ve just been to the doctor’s. << You go to the surgery, not the person.
2b. I’ve just come back from the doctor’s. << You go to the surgery, not the person.
3a. He’s gone out. He’ll be back later. << correct. No change needed.
3b. He’s been out. He’s back now. << ‘been’ would only be used if he has now returned.
