This means that at 3 o’clock all outgoing mail will be collected for the last time that day.

In this context it means letters.

In the US (and Canada?) we don’t use the word “post” in this context. We use the synonym “mail” instead of “post”.

“Mail” can be both a noun and verb.

“Will you mail this letter?”
“…but will you mail it…”

“Mail” is used as a verb in both of the above sentences.

“that’s the last mail pickup”

“Mail” is used as a noun in the above sentence.
This is the last time the mail will be picked up today.
