What does it mean? Is it something like “i can’t wear this dress, it’s too cool for me” or “I’m looking good in this dress”.

What does it mean?

In the interests of research, I gritted my teeth and watched the video on YouTube. As far as I can see, her dress is not especially unfashionable or uncool (tell me if I’m wrong), so I think “I’m too cool for my dress” may just mean “I think I’m extremely cool”, with “dress” chosen fairly arbitrarily as something to compare with. It cannot mean “I can’t wear this dress, it’s too cool for me”; that is the exact opposite. I’m not aware that it can simply mean “I’m looking good in this dress”, though obviously she has a high opinion of herself, so she may think that as well.
“I’m too cool to know you” means that she thinks she is too cool to be friends with you or associate with you. She thinks she is superior to you. It is quite an arrogant thing to say.
