“at” here is okay with me because of the exact amount of money follows (I mean, 9.9 dollars). If you don’t think so, how should I change instead of “at”?

I would say “The price is now set at $9.9 per unit.” or “We have now agreed to set the price at $9.9 per unit.”
You should not mix numerals with words. You can spell out whole number dollars, such as:
Nine dollars
One hundred dollars
Do not spell out decimal dollars. Always use zero or two decimal places.
$9
$9.90
In some formal uses, such as banking, dollars and cents can be spelled out.
Nine dollars and ninety cents
