i just want to know if it is correct to say
“hes always attracting problems just like a magnet" can i rephrase and say "hes magnetic to problems”
and also could i ask if the two sentences above mean the same

Your first sentence is grammatically ok, but it doesn’t sound natural to me. The second sentence is even less natural, and I don’t think you should say that at all.
What I have heard as more common expressions of the same idea you’re trying to express are the following sentences.
“He’s a problem magnet.”
“He’s a magnet for problems.”
