depends on the overall contexct, but most commonly ‘at this stage’ would be correct.
I would slightly revise it:
The parameter was determined in all groups of patients, including the control group.
The product is at/in the design stage.
In/at one stage it looked as though they would win.
What is the difference between them.
In the second of those sentences only ‘at’ is correct.
