I would only use ‘is’ in your sentence:

Answering your question, I heard this expression on the sitcom “Married with Children”, but I must’ve a little misheard it.

Al Bundy is liable to say just about anything. :lol:
(But also keep in mind that it is not uncommon in spoken English for people to end up changing gears in mid-sentence, or to be thinking one thing while saying another with the end result that the two things can end up as an unintentional combination, etc.)
