My view is that there is difference between the two as in:
Arrange your books on the table. They are at sixes and sevens.
Arrange for the immediate delivery of all the books ordered. It is already very late.
Please also comment on the following sentence:
I can easily arrange my food needs.

For me, arrange is usually used to mean to organize things in particular order.
arrange for is about “making plan/ planning something” to happen.
It’s just my 2 cents.
The last sentence, for me It’s should be “arrange for” . I’m not confident to comment on this one.
