A: What’s going on?
B: Nothing really, you?
A: I’m throwing a party next Saturday.
B: Is that right?
A: Yeah, are you going to come?
B: I’m sorry, I can’t.

What does “are you going to” mean in this sentence?

Does it mean “do you want” or something else?

This is simply just what it says.
You might say “Can I expect you to be there?”
