Are we allowed to take a neutral stance with independent speaking question?

Most resources I have seen tend to pick and side and elaborate their points. I was wondering if one can talk about aspects of both sides and be neutral instead of choosing a side.

For example, the question asks me whether I like to watch entertainment programs and education programs on TV. I was wondering if an answer that goes along the line of “Depending on the time of day, I might prefer one over the other. If I have studied during the day, I like to entertain myself. On the other hand, if I had exams coming up, I’d prefer to watch educational programs…” and so on would be a good answer.
