are and were in one sentence

Hello everyone

I’d like to ask if it is grammatically correct to use “are” and “were” in one sentence as in:

"Spare parts are purchased in XXX, so repair costs were forecasted taking into account the consumer prices index of XXX.

The “are” means that the Company usually/always purchases spare parts in XXX. The “were” describes one particular occasion, i.e. repair costs were forecasted some time ago. XXX is the name of a country.
