Anyone can interested in the use of computers can learn much if he has access to/by access to the oracle computer center.
Which one is better at the bold part of the sentence?

I would prefer ‘if he has access to’. Alternatively, I would use ‘by/through accessing’ which I think is better still.

“Anyone can interested in the use of computers can learn much”

I can’t work out the above part due to the two “can”. Could someone please explain it to me?

It’s an incorrect sentence. The first ‘can’ should be ‘who is’.
