It means you’re talking badly bout someone else.
Vietanpham, how exactly do you know that is what it means? Without any other context, it is impossible to know what is meant by that expression as it is not a common one.
If the expression was to see someone as backwards, that would mean the person is uneducated or unrefined, not willing to improve him/herself.
