Always chary of doling out criticism deemed too acerbic, the pundit generally adhered to a more diplomatic approach.

Can anyone please explain what does the sentence mean here, and what does doling out mean here?

When you dole out criticism you criticise somebody and since this is often hurts the feelings of those you criticise you should be more diplomatic.

Secondly, to find the meaning of dole out, I searched online dictionary. And I found it means distribute, administer etc. in the following link

That is ok.
But, trouble occured when I read the following example in the same site…

We should no longer judge trans people (and by extension, dole out acceptance and rights) based on their ability to ‘pass,’ we need to stop forcing trans people to feel like they are required to undergo a lot of pretty harrowing medical procedures that they may not want or might be beyond their means.
Can you kindly explain what do the phrases in the parenthesis (and by extension, dole out acceptance and rights) mean here?

In a nutshell it means that we should stop trans(gender) people as if they were a different class. Instead, we should treat them equally. If dole something out it often has the idea of giving something to people are weaker than others. For example, in some countries people who are receive welfare benefits are called ‘dole people’ because they are ‘on the dole’.

Please let me know if this makes sense.
