I wonder how I can embed such phrase as “all other conditions being the same” to the sentences. I’m confused in using it, however, I always need to use it in my daily conversations. Please, help me.
The usual expression is “all other things being equal”.

In this case, because of the technical and specific nature of what you are describing, I would stick with your original “all other conditions being the same”. I think it needs a comma before it, but otherwise the use of that phrase in your sentence looks OK, provided the answer to the question “same as what?” is clear from the general context.
There are a couple of other issues:
“with that” is wrong. If I am correctly understanding what you are trying to say, it should be “with which”.
“therapy of URTI” did not sound right to me when I read it. There are very few Google hits for this, and many more for “treatment of URTI”, but I am not certain of the best phrasing because I have no knowledge of this subject area.
It should be either “criteria are” or “criterion is”. “criterion are” is an incorrect combination.
