Vielmehr kann sie während der Billigungsfrist die Werke näher ansehen und inhaltlich prüfen und darf dazu auch mit gebotenen Sorgfalt die Bücher anlesen, ohne daraus eine Abnahmeverpflichtung resultiert.
It means that the person who uses the library gets access to the ordered books without being required to purchase them. ‘Abnahme’ here means ‘purchase’. So, there is no obligation to buy the books. Please let me know if this makes sense.

Absolutely. There are so many examples of rather simple and straightforward English terms for which the Germans have created specific words. Here is just another one: In English we say ‘dental drills’ and in German Rotierende zahnärztliche Instrumente.
