I have three questions:

1- What does “building” mean?
Does it mean “forming” or does it mean “developing”?

2- Which is correct: “is building” OR “was building”?

3- Which is correct: “wind speed” OR “wind speeds”?

  1. Building: Forming or developing with increasing intensity.
  2. It depends. Is it building now, or was it building previously?
  3. “Wind speeds of over 100 km an hour" or “a wind speed of over 100 km an hour.”

In this context ‘ building ‘ simply means ‘growing’ . It is a verb that can be both transitive and intransitive. In fact the same is true of ‘growing’.

I would. suggest ‘winds’ because the weatherman is talking about different speeds.
