It’s very difficult to judge being devoid of any context. For me, it sounds like the book’s look at the topic in question (unlike two unrealistic approaches) is the one likely to solve the problem. That is, the book treats the topic using theories from social sciences (social engineering was involved) in an attempt to improve something in society step by step (= intermediate point of view).
Unless it deals with some construction/engineering problem like building a road, where people divided on the issue (less likely subject to be subscribed in a book).
