A saying by Sir Winston Churchill

Hi all, can someone please tell me the meaning of “When the eagles are silent, the parrots begin to jabber”? A thousand thanks in advance.

When the powerful people/ those in command are silent (don’t take command), the masses/ordinary people begin to chatter (spread rumours, etc.)

Your explanation is full of sense and thanks again, and I owe you a cup of coffee, I’d be happy to send you one, but I’m afraid that has to be an imaginary one,

Thank you Isabelle. I’d prefer vritual tea though, if that’s okay?

Sorry for the late reply because I have no time to spare in doing what I love to do(that is to visiting this forum as frequent as possible purely to learn English), true but sad. BN, you are the most obliging teacher that I’d send you a hundred of thousand of ‘virtual teas’ and deep down in my heart I’d love to send you an ‘actual’ tea if at all possible.
