A gentleman who was so well dressed vs. A gentleman so well dressed

“A socialite once told Oscar Wilde about a gentleman who was so well dressed that people would turn and look at him in the street.”

Can I simply say “A socialite once told Oscar Wilde about a gentleman so well dressed …”?

Both are OK. But the second sentence loses some of it’s impact.
