Hi Alex,
‘Raise’ in this business/commercial sense has the meaning of ‘create’ with the idea of starting the process of paying - doing the paperwork if you like. ‘Raise an order’ is an expression I am more familiar with and indicates what you have to do in terms of the paperwork to create an order for something that someone has asked for.
