Hi,
On the phone
Hello darling. You wanted me to call you back?
Is there any differences if I say “Did you want me to call you back?”?
Thanks.

The first statement is a sort of implied question. And the person you are talking to knows you are asking a question because the last part of the statement is spoken on a rising intonation. The meaning of course is the same but the simple question form is more direct.
Thanks a lot.
