1b is incorrect, as pointed out (by Anglophile, I seem to recall) in a message a short while ago.
2a is preferred in modern use.

3a/3b Say who you think should get the prize.

Many native speakers make mistakes with “who” and “whom”.

Possibly, though without additional context you can’t say that for certain any more than I can. I interpreted it so that it was logical.
