There is no hard rule for this so as long as you maintain consistency throughout your project or document you will be fine. Let’s see what @Andrea says.

There are different styles so I think if you stick to one then it’s perfect. @Torsten is right about consistency.

I do think the first one is better though.

Some tips I found from the link below:

  • capitalize the first and last word of any title
  • capitalize nouns, pronouns, verbs, adjectives, and adverbs
  • do not capitalize articles, prepositions, or coordinating conjunctions

Torsten, it is said and practised this way: Capitalize the content words, not the structure words like articles, prepositions, conjunctions etc. If so, Proof Based on Evidence is acceptable.
