  1. In this case surgery means operating theatre.
  2. Comes out means gets out (of the operating theatre.)
  3. She comes out of surgery means she gets out of the operating theatre.

I don’t think there is a precise definition here. Based on the sentence, I would think the intended meaning is that she has returned to her room from the surgical department.

“When she’s out of the operating room” and “when her operation is done” would also be reasonable interpretations, using these to describe completion of the overall process.
