In this context, there is no difference between the use of ‘as’ and ‘because’. The meaing of each sentence is the same/
In my experience, ‘looked down on’ is more common than ‘looked down upon’.
It was not an easy decision to enter the contest as/because I was afraid my neighbours would look down on me.
There is no difference in meaning when the meaning of ‘as’ = the meaning of ‘because’. The danger is that ‘as’ also means ‘at the same time that’. That is why I advise students to always use ‘because’ when they mean ‘because’.
