Will you please clarify if it is correct to say TODAY IS THE 15th OF MAY?
Or is the only correct way to say IT IS THE 15-th OF MAY TODAY?

15th is the correct way to write ‘fifteenth’ using numerals.
15-th is not correct.

These are all correct:
Today is the 15th of May.
Today is May 15th.
It is the 15th May today.
Today is the 15th May.
It is the 15th of May today.

Usually you would say ‘nine forty in the morning’ not ‘forty past nine’.
