What is the difference?

Starting from this quarter, we will use single overhead rates for both the divisions.

Starting from this quarter, we will use combined overhead rates for both the divisions.

What is the difference between “single” and “combined” in this context? Previously we are using 2 different sets of rates. But now i would like to state we are using one similar set of rates for both.

If you are joining the two into one payment/statement I suggest you use both:
Starting from this quarter, we will combine the overhead rates for both the divisions into a single overhead rate.

If you are keeping them separate, but using the same scale of rates whereas they were previously set at different levels, then:
Starting from this quarter, we will use the same scale of overhead rates for both the divisions.
