Why in (2), is the best thing ?

b/ Both are correct in standard grammar? If not, please fix the mistakes.

Why in (1), …treatments are… but not are the treatments…
Why in (2), …is the best thing … but not the best thing is…

Is there a rule? Why 2 sentences with 2 structures different?

(1) is correct? Or I have to write as follows:

What do you think are the best treatments for each problem? (2)

I think (2) is correct , (1) is incorrect but (1) appeared in my grammar book. How about your opinion about (1)?
