Часа через два vs через два часа

The Russian language is much more flexible when it comes to word order than German. In many cases, you can move words around within a sentence without changing its core meaning. However, there are exceptions. For example, через два часа has a different meaning than часа через два. At least that’s how I understand it. Can our Russian speakers please comment on this? Через два часа means exactly in 2 hours
Часа через два means approximately in 2 hours (+/-) or maybe never))
