They will be probably arrive at noon.
(If it’s passive sentence there should be arrived, if it’s active sentence we shouldn’t need to use ‘be’.)

It is not correct. It needs to be:

They will probably arrive at noon.

I want to ask that where to use we’re not and where we aren’t?

If you mean the difference between

We’re not coming with you
and
We aren’t coming with you

  • they both mean ‘we are not coming with you’. You can use either.
