Use of "turn up"


Is it ok to say the following sentence from a native speaker’s perspective:

An inquest turned up that the manager was responsible for the embezzlement.



This doesn’t really work. The phrasal verb best suited here is ‘turn out’ in the sense of ‘reveal’ and you would have to use it in an impersonal construction as in: At the inquest it turned out that the manager …‘Turn up’ has the sense of ‘appear unexpectedly’ as in: Everyone was shocked when the uncle turned up at the house after an absence of 20 years.
