Usage of the form "is wishing"

why is the form “is wishing” used in this sentence:
Professor Marvin wishes you. Professor Marvin is wishing me what?
Thank you very much!

Evidently the speaker thinks that the professor is making his wish at the moment.

If those are the only words in that “sentence”, it makes no sense.

It is passage from some text or book. I found that when verbs of attitude - wish, hope, love, like, prefer, want… occur in progressive, it emphasizes temporariness or tentativeness. But in this case I don’t understand it
