“call” means “telephone call”.
“Your potential partner is just a call away” claims that you may be able to find a (romantic) partner just by making one telephone call.

You can say ‘I am not dumb’ . There’s no difference other than the fact that ‘dumb’ is less formal despite the contention that there is in some older threads on this forum.
The pronoun ‘I’ is always written as a capital letter.
Sentences always begin with a capital letter.
