Urgent need.It's about nouns

Please i’m in real need of your help to understand if we can put a noun follow by another one,or is it important to put prepositions inbetween to differentiate between them,like in the case down here:

• Elaboration of annuel budgets.
• Organization, management and animation of network of 10 stores.
Another question :
When creating Cv or an essay ,is it plausible to start.in some cases.with Ing form such as :
• Setting up annual discounts plans
or with noun such as :
• Elaboration and preparation of annual sales targets.
why not sayinf Elaborating ?
I would be so grateful to your help.

or with a noun such as :

Why not say “Elaborating?”
