“Until otherwise” would need to be accompanied by some verb in order to be precisely defined. You have given us a conjunction and an adverb. All I can say is that it means some action is expected to happen up to the point that something contrary occurs.

Until he learns otherwise, do not reveal that Santa Claus does not exist. - Maintain the illusion that Santa Claus exists up to the point that he learns Santa Claus doesn’t.
