Two questions: universe in order and necking

These are just two questions I have from reading. Hope you can help me.

…We were a little tipsy from the bottles of wine, but the universe was still comparatively in order.

What does “the universe was still comparatively in order” imply? That although they were drunk, they could still tell the surroundings? That although they were drunk, the world doesn’t change? :?

A movie? You mean like with a box of popcorn, stuck in the middle of a bunch of townies necking?

What does “necking” mean here?

Necking means kissing and fondling each other.
