'to issue' vs. 'to release'

Hi,

Is it possible to replace the verb ‘to issue’ with ‘to release’ in the following sentence:

‘The promotional brochure was issued by the Department of Tourism.’

Thanks in advance!

It still makes sense but ‘issued’ normally refers to something more official ie “The Department of Tourism issued a warning not to visit Canada”
