What does ‘victims of firing’ relate to?

‘the victims of firing’ refers to some fishermen who were shot by police when they did demonstration.

‘for’ but I would say ‘… for the victims of the shooting’. As you could tell, ‘victims of firing’ did not make sense to me. It sounded as if they were fired from their jobs.
