... to do this and to do that .../ infinitive

Please tell me is it necessary to add a preposition ‘to’ with the second verb in a sentece like this one:
“Is it appropriate to ask a rhetorical question in an essay and to describe as you understand a question?”

The sentence doesn’t really make sense, but you don’t always have to use ‘to’ with the second verb in this type of question. In this case, use of ‘to’ is optional.

Why it dosn’t make sense? Can you correct it?

The only thing I can spot is “I” insted of ‘You’:
“Is it appropriate to ask a rhetorical question in an essay and to describe as I understand a question?”

This part does not make sense:
“… describe as you understand a question?”#
What are you describing?
Do you mean ‘describe the question the way you understand it’?
That also seems a little strange as there is no reason to describe a question, is there?
